MandateShield

A web app that turns your childcare, disability, or commute hardship into a formal RTO exemption request, before your employer's compliance date locks you into the new schedule.

Problem

Millions of employees got weeks, not months, of notice before their in-office days doubled. California doubled the requirement to four days for over 108,000 state workers starting July 1, 2026, and companies like Fidelity, Home Depot, and Novo Nordisk pushed teams to five days the same year. Some of these people have real grounds for an exception: a kid's school pickup, an ADA-covered condition, a 90-minute commute with no transit option. But most don't know their employer's exemption process exists, what documentation it wants, or how to write a request that cites the actual policy clause instead of just pleading their case.

Target user

An employee who just got the RTO notice and wants to keep the job, not quit it. They have a specific, documentable hardship and a short window to act before the new schedule takes effect. They're not looking for legal representation. They need a letter that sounds like it was written by someone who knows the process, submitted before the deadline closes.

MVP scope

  • Intake form: employer type (known mandate from a preloaded list, or paste/upload the employer's own RTO announcement), hardship category, and effective date
  • A small library of known exemption criteria to start: California's 50-mile and telehealth/inspector carve-outs, plus generic ADA reasonable-accommodation and childcare-hardship templates for employers with no public policy on file
  • AI-drafted exemption letter that cites the specific clause or legal basis and lists exactly what supporting documents to attach
  • Deadline tracker with reminders tied to the mandate's effective date and the employer's internal appeal window
  • A simple outcome log where users report approved or denied after submitting, so later users at the same employer know what actually worked

Monetization

Freemium. The letter draft is free. The full packet, documentation checklist, deadline tracking, and access to the outcome log for your employer, is a one-time $15. This is a crunch purchase, not a subscription: people need it once, right before a deadline, not every month.

Why now

California's mandate took effect July 1, 2026, and its published exemption criteria cover a 50-mile commute radius, specific job types like telehealth and field inspections, and transit-cost reimbursement, with no mention of childcare or disability hardship at all (CalMatters). The same year, Paramount Skydance, Novo Nordisk, Fidelity, Home Depot, and Ubisoft all moved corporate staff to five-day mandates, and where a hardship isn't covered, the only exit companies like Paramount Skydance have offered is severance, not an accommodation (archieapp.co). Nobody currently ships a tool that turns "I can't do five days" into a submittable exemption request.

Risks & open questions

  • A free ChatGPT prompt gets someone 70% of the way to a decent letter already. The paid packet has to earn its $15 on documentation checklists and deadline tracking, not the letter text itself.
  • Exemption policies vary by employer and by state, and mandates keep shifting. Keeping the preloaded policy library accurate is ongoing research work for one person, not a build-once feature.
  • Employees may worry that submitting a documented hardship claim creates a paper trail their employer could hold against them later, which could suppress both submissions and outcome-log participation.
  • The outcome log only becomes useful once an employer has enough submissions logged against it. Cold start could mean an empty log for most users at launch.
  • Will people actually pay before they know whether the request will work, or only look for a tool after a denial, when it's too late to help them?

Next step

Ship the free letter-generator as a landing page test, post it in r/csrs and LinkedIn RTO discussion threads, and see how many people complete intake before building the paid documentation packet.
